Portuguese Presidency of the Atlantic Strategy Committee (2023): results and achievements
Em 2023, Portugal, através da Direção Geral Política do Mar, exerceu a Presidência do Comité da Estratégia do Atlântico e ao longo deste período realizou um programa que promoveu as parcerias e a cooperação na área Atlântica e contribuiu para reforçar a liderança de Portugal nos assuntos do Mar.
Pela primeira vez, desde a adoção da Estratégia Marítima do Atlântico, em 2011, foi organizada uma reunião ministerial que juntou representantes de alto nível dos 4 Estados e da Comissão Europeia.
Nesta reunião avaliou-se a implementação do Plano de Ação do Atlântico 2.0, adotado em julho de 2020, e projetou-se uma visão para os próximos anos.
A reunião ministerial adotou a Declaração Ministerial que sublinhou os desafios do presente e do futuro da região Atlântica, nomeadamente no que respeita à descarbonização e autonomia energética. A região Atlântica demonstrou ser uma área com enorme potencial em energia renovável offshore, conforme sublinhado nesta Declaração, em que os 4 Estados-Membros assumiram um compromisso conjunto, não vinculativo, de produção de 25 GW de energia a partir de fontes oceânicas.
A presidência portuguesa do Comité da Estratégia do Atlântico promoveu ainda a 10.ª Atlantic Stakeholders Platform Conference, na qual se deu particular ênfase à cooperação internacional na procura de soluções para os desafios que a Economia Azul envolve.
Os contributos dos coordenadores dos quatro pilares do Plano de Ação do Atlântico e de oradores provenientes de países como Brasil, Canadá, EUA e Noruega reforçaram a ideia de que a cooperação e a coordenação são elementos fundamentais para o desenvolvimento da Economia Azul e a preservação dos ambientes marinhos na região Atlântica.
Paralelamente à 10.ª Atlantic Stakeholders Platform Conference realizaram-se ainda dois eventos, nos quais se debateu a visão estratégica, a cooperação internacional e o financiamento da Economia Azul na região Atlântica: um dinamizado pela Autoridade de Gestão do INTERREG Atlântico que reuniu stakeholders da região e o Blue Synergies: Maximising Funding Impact in the Atlantic Sea Basin, organizado pela DGMARE, DGREGIO, INTERACT, INTERREG ATLÂNTICO e Mecanismo de Assistência da Estratégia do Atlântico.
A Autoridade de Gestão do INTERREG Atlântico esteve presente nas reuniões do Comité da Estratégia do Atlântico e a Presidência Portuguesa esteve presente nas reuniões do Comité de Acompanhamento do INTERREG Atlântico, evidenciando a importância da Estratégia e do Plano de Ação estarem alinhados com o instrumento financeiro para a região Atlântica.
Os trabalhos da Presidência Portuguesa acompanharam os trabalhos da Comissão Europeia, sendo de destacar a relação entre a Declaração Ministerial e a Comunicação da Comissão ao Parlamento Europeu, ao Conselho, ao Comité Económico e Social Europeu e ao Comité das Regiões “Concretizar as ambições da UE em matéria de energia de fontes renováveis ao largo”, adotada em 24 de outubro de 2023.
A Presidência Portuguesa, exercida ao longo deste ano pela Direção-Geral de Política do Mar, terminou com um balanço muito positivo de um intenso e frutífero ano de mandato, do qual se destaca a excelente colaboração e cooperação entre os quatro Estados-Membros e as vantagens em abrir o diálogo da Estratégia do Atlântico a parceiros não europeus, que connosco partilham o Atlântico, designadamente o Brasil, Canadá e Estados Unidos.
Evidencia-se também a assinatura da Declaração Ministerial, aprovada no passado mês de outubro, no Porto, que estabelece alguns compromissos que orientarão os trabalhos da Estratégia do Atlântico nos próximos anos.
A presidência do Comité da Estratégia do Atlântico é agora assumida por França e Portugal, através da Direção-Geral de Política do Mar, colaborará com a Presidência Francesa, Estados-membros, Comissão Europeia e restantes membros não permanentes do Comité da Estratégia do Atlântico no desenvolvimento da Economia Azul na região Atlântica.”
In 2023, Portugal, through the Directorate General for Maritime Policy, held the Presidency of the Atlantic Strategy Committee, carrying out a program that promoted partnerships and cooperation in the Atlantic region and contributed to strengthen Portugal's leadership in maritime affairs.
For the first time since the adoption of the Atlantic Maritime Strategy in 2011, a ministerial meeting was held, bringing together high-level representatives from the 4 States and the European Commission.
This meeting assessed the implementation of the Atlantic Action Plan 2.0, adopted in July 2020, and established a strategic vision for the coming years.
A Ministerial Declaration was adopted, highlighting present and future challenges of the Atlantic region, namely decarbonization and energy autonomy. The Atlantic region has shown enormous potential in offshore renewable energy, as underlined in this Declaration, in which the 4 Member States made a joint non-binding commitment to produce 25 GW of energy from oceanic sources.
The Portuguese Presidency of the Atlantic Strategy Committee also promoted the 10th Atlantic Stakeholders Platform Conference, where the main focus was placed on international cooperation to answer the Blue Economy’s challenges.
Contributions from the coordinators of the four pillars of the Atlantic Action Plan and speakers coming from countries such as Brazil, Canada, USA and Norway reinforced the idea that cooperation and coordination are fundamental elements for the development of the Blue Economy and the preservation of marine environments in the Atlantic region.
In parallel with the 10th Atlantic Stakeholders Platform Conference, two events were also held, discussing the strategic vision, international cooperation and financing of the Blue Economy in the Atlantic region. One was organized by the Management Authority of the INTERREG Atlantic Area, bringing together the region’s stakeholders. The other, called “Blue Synergies: Maximizing Funding Impact in the Atlantic Sea Basin”, was organized by DGMARE, DGREGIO, INTERACT, INTERREG Atlantic Area and Atlantic Strategy Assistance Mechanism.
The INTERREG Atlantic Area Management Authority attended the Atlantic Strategy Committee’s meetings, and the Portuguese Presidency also took part in meetings of the INTERREG Atlantic Area Monitoring Committee, thus highlighting the importance of aligning the Strategy and the Action Plan with this financial instrument for the Atlantic region.
The Portuguese Presidency also accompanied the work of the European Commission, as illustrated in the connection between the Ministerial Declaration and the Communication from the Commission to the European Parliament, the Council, the European Economic and Social Committee and the Committee of the Regions “Delivering on the EU Offshore Renewable Energy Ambitions”, adopted on October 24, 2023.
The Portuguese Presidency, managed by the Directorate-General for Maritime Policy, represented an intense and fruitful year, full of positive outcomes. It demonstrated the excellent collaboration and cooperation between the four Member States and the advantages in opening the Atlantic Strategy dialogue to non-European partners, namely Brazil, Canada and the United States, who also share the Atlantic.
One must also highlight the signing of the Ministerial Declaration, approved last October in Porto, which establishes the commitments that will guide the work of the Atlantic Strategy in the following years.
The presidency of the Atlantic Strategy Committee is now held by France. Through the Directorate-General for Maritime Policy, Portugal will collaborate with the French Presidency, Member States, the European Commission and other non-permanent members of the Atlantic Strategy Committee towards the development of the Blue Economy in the Atlantic region.
